Morrowind: there are 2 RED 'paper lanterns' in the game. i have one, where is the other?

i have the one in Gnaar Mok, i was told the other was in St. Delyn waistworks but i looked everywhere in the entire St. Delyn everything, and couldnt find it. so i hope someone knows where they found the other one, or where it is, whatever, etc, please and thanks!
