Any ideas on how to throw a tiaras and tutus party?

I am planning my daughters first birthday and I want it to be a tiaras and tutus theme. (Don't want to go with a "princess" theme) I am trying to make everything on my own as money is tight. I am just looking for some ideas on decorations and food to serve. Any help would be greatly appreciated! Thank you in advance!
